The Holy Bible.

Pictured to the left is a copy of a version of the Holy Bible, known as the ENGLISH STANDARD VERSION ( ESV ).  Ecclesiastes 5:8, 9 read as follows:
"8 If you see in a province the oppression of the poor and the violation of justice and righteousness, do not be amazed at the matter, for the high official is watched by a higher, and there are yet higher ones over them.  9 But this is gain for a land in every way: a king committed to cultivated fields."
In verse eight, above, we see, in general, that the officials ( which represent the leadership of this world ) are concerned with their own interests, rather than those of the poor, or of insuring justice and righteousness.  In verse nine, the lesson is that there will be world leaders who do consider the interests of others ( see Philippians 2:4, for example ).
However, when considering Acts 4:26; 10:38 together, for example, it is clear that the leadership of this world stands opposed to Jesus of Nazareth.  Thus, while there will be those world leaders, for example, who do some good, none of the leadership of this world represents Him.  Jesus is the definition of leadership: the leadership of this world is not actually leadership.  Please study the Holy Bible ( which is God's word - see Psalm 119:65-73, 142, 151, John 17:1, 3, 17, and 2 Timothy 2:15; 3:16, 17, for example ).
