The Holy Bible.

     Daniel 4:2 ( NKJV ) reads as follows:
"I thought it good to declare the signs and wonders that the Most High God has worked for me" ( emphasis mine, R.E.W. ).
Daniel 4:17 ( NKJV ) reads as follows:
"This decision is by the decree of the watchers, and the sentence by the word of the holy ones.  In order that the living my know that the Most High rules in the kingdom of men, gives it to whomever He will, and sets over it the lowest of men" ( emphasis mine, R.E.W. ).
The phrase - "that the Most High rules in the kingdom of men" - in Daniel 4:17 has a cross-reference to Daniel 2:21.
     Daniel 2:20, 21 ( NKJV ) read as follows:
"Daniel answered and said: 'Blessed be the name of God forever and ever, for wisdom and might are His.  And He changes the times and the seasons; He removes kings and raises up kings; He gives wisdom to the wise and knowledge to those who have understanding.'"
Clearly, with Daniel 2:20, 21, Daniel 4:2, and Daniel 4:17 in mind ( see also Romans 15:4, for example ), God is the Most High God.  Various nations around the world can establish satellite intelligence systems, as Japan is striving to do ( with reference to an article in today's edition of The Japan Times ONLINE newspaper ).
     However, it is important to realize that those satellites go up only so high into outer space.  God is Most High - He is far above all of those satellites orbiting the earth.  Furthermore, the Holy Bible is God's word ( see 2 Timothy 3:16, 17, for example ), and God has all authority in heaven and on earth ( see Matthew 28:18 and John 5:26, 27, for example ).
     Thus, the authority of the Holy Bible is absolute.  What is the conclusion, then?  Ecclesiastes 12:13, 14 ( NKJV ) read as follows:
"Let us hear the conclusion of the whole matter: fear God and keep His commandments, for this is man's all.  For God will bring every work into judgment, including every secret thing, whether good or evil."
